Y4 - what role did they play on the railroad?

 10 tenders is correct. Some of the re-tendered Y4's ran on the Shenandoah, but they could be used anywhere on the system.

Ken Miller provided this information, seeming to indicate that N&W purchased 10 tenders from ACL.
