 Correct, Brian.  Richard Freeman Dunlap (VP-Operations for N&W) demanded that officials wear a hat.  On a Southern Rwy. inspection trip, a Road Foreman's hat blew off and when later seen by D. W. "Boss" Brosnan, the Road Foreman was fired on the spot -- no questions asked.

Decatur, Illinois. The former Wabash station is at the right and so the train is heading westbound/southbound, probably going to St. Louis on its final run. WABIC tower is in the background. Probably a trainmaster and/or a road foreman of engines with their characteristic head-wear.
