 The "S" indicates that the signal is a stop and stay.  Without the "S" ,  trains could stop, then proceed at restrictive speed. Stop and stay indications were used mostly in Traffic Control territory at the end of passing sidings and crossovers.  In automatic block territory, the last signals approaching Bridge 5 and Bridge 7 were "S" signals.

What's the building under the signal? Could it be a scalehouse? Can any of you guys with Archives access read the signal mast label on higher quality image?Mike Rector

The plate on the signal is an "S" indicator, whatever that means in the signal world. There is a non-N&W signal in the background that may be connected to the small building in the background.
