NS has been using a combination of tactics during the downtown rebuilding,
including
- running westbound trains through the ex-VGN South Yard,
- running more trains at night
- holding out trains (as per Harry's note) in advance of the work
crews clearing up for the evening.A
- forcing the work crews to clear a track during the day to run certain
high-priority (intermodal) trains.
