There has also been some westward traffic (empty hopper trains) on the former Virginian west of Roanoke in the past week or two.  I don't know if this is related to the Roanoke track work.

NS has been using a combination of tactics during the downtown rebuilding, including
- running westbound trains through the ex-VGN South Yard,
- running more trains at night
- holding out trains (as per Harry's note) in advance of the work crews clearing up for the evening.A
- forcing the work crews to clear a track during the day to run certain high-priority (intermodal) trains.
