David, based on that drawing, I envision exactly what you are describing. Think of the gravel trap just outside of the turns on a road course. You run into that loose stuff and you slow down fast (speaking from experience there!). 

Based on the description on the drawing, these were probably intended for light traffic situations. I’m envisioning the tail end of a lightly used team track. Just speculation, of course.
