From N&W Specification No. 900-N, dated September 7, 1961
Specification for Painting Freight Cars

Section III - Hopper Cars - New
The exterior of the car including the slope sheets and the under frame with the exception of the trucks shall be coated with direct-to-metal freight car black paint which shall be not less than 4.0 mils in thickness when dry. The trucks shall be painted as specified in section II.

Section VII - Repainting all open top cars
The repainting of open top cars shall be done as follows:

(a) All loose paint, dirt, scale, grease, etc., shall be throughly removed prior to repainting.

(b) Any exposed bare metal shall be throughly cleaned and primed with Zinc Chromate Primer prior to application of the freight car black paint.

(c) The exterior of the sides and ends of the car shall receive one (1) coat of freight car black paint.

(d) Stencilling on the exterior of the car shall be applied by pouncing with one of the approved stencil paints in section I.
