Not for sure but my understanding is at the time the SD40-2’s were to be continued in the 1600 numbers, however.
The proposed merger with the C&O would have caused major renumbering issues for the SD40-2’s in the 1600’s so the number
series was changed to the 6000’s.

I am sure someone with more knowledge can explain in more depth.
