So the more I studied the picture and read Mr. Burnett’s response this morning, I went searching.
The train is on the Winston Salem Southbound Track. It is backing onto the interchange track from the WSSB to the Southern.
This is the old Southern yard that was under the original I-40 thru Winston Salem. The old N&W yard was right beside this Southern yard.
At the time of this picture both N&W and Southern had moved to new yards out of downtown but Southern maintained four to five tracks here to service downtown and provide trackage to store traffic in the downtown area. This way locals didn’t have to run back to their prospective
yards.

The entire article is interesting. The map is enlargeable and if you scroll down a few picture there is a drawing showing the revised interchange that replaced what is in Mr. Burnett’s photo.
More about the RS11’s and the photo, so the two tracks leading to the left in the photo are one N&W track and one Southern track to Winston Salem Union Station. The passenger station is in the process of being revitalized.
