  Restricting  Jimmy:You ARE exactly correct.  And no doubt you recall that restricting speed translatesinto able to stop in one-half the range of vision, not exceeding 15 MPH, etc.
On the Muncie Division, eastbound, the speed limit of 55 MPH ends at the endof automatic block signalling at Sorento, IL.  From Sorento EASt, the main line speed limit drops to 49 MPH for non-signaled territory.  Riding the head end of MB-98, thetrain passes the restricting indication at 49 MPH and I go into orbit.  That's when thehead end crew advises that the RESTRICTING indication let's you know you're 
leaving signaled territory.  The rule book doesn't tell you that.  Harry Bundy
