Jim,
I agree with Jim Nichols. A quick search of the stenciling diagrams on the
NWHS archives page yielded these two hits:

Note the original date of the drawings is May 1941; perhaps someone at the
archives can check the stenciling revision books and do a reverse search;
this might help identify when stenciling was removed from the tenders.
