The schedule I have from 10/70 (that month’s Official Guide) has 4 and 18 as well as 3 and 17 scheduled to be in Roanoke simultaneously exchanging passengers. 18 was scheduled to arrive Roanoke at 10:55am and be there 1:35 before departing at 12:20pm. 4 arrived at 10:35am and departed at 11:10am (WB times were 3 8:10pm to 8:35pm and 17 7:25pm to 8:30pm).
It’s entirely possible (perhaps even likely) that any train 18 on 5/1/71 was just an equipment move. I could well see the N&W not wanting to carry passengers they didn’t legally have to on 5/1. Quoting Harry Bundy’s previous note that mentioned an 18 on 5/1:

Note that it says on duty at 1:00pm. Assuming this is at Roanoke, that’s 40 minutes after 18’s scheduled departure time from Roanoke.
