H.E. Carter/Hank Kinzel

Reputation? Anything that can be recounted here? And apparently, Mr. 
Kinzel reverted to the norm. By about 1979, after Mr. Carter would have 
retired, Mr. Kinzel's Chief Clerk was Mr. Bobby Kraige.
