Virginia Corporations Commission annual reports sometimes have included copies.

Library of congress has post-Civil War era maps of the railroads.

You would want to find the 1865-66 report listing the status of the railroads depots and bridges . . . and reports right after a merger or reorganization showing what they have in the new organization.  For the C&O it was the change from Virginia Central to C&O Railroad Co in 1968 that they were listed in the Commonwealth Corporations Commissioner's Reports.
