I agree that it appears to be Montvale, Virginia. The location of the bridge and buildings in the background as well as the mountains, certainly look like Montvale. -Ed Burnett

Ron, 

The unusual 16 over 1 window in the operator's bay is shown in this photo 
of the Grottoes depot found in the VA Image base; I do not know that it is 
the same as shown in the photo you inquired about; the Grottoes photo is 
part of those taken for the valuation after WWI and your photo is much 
later.

Upon further review I don't believe your photo is of Grottoes; it is a 
mirror image; note the freight platform is closest to the camera; it could 
certainly be on the Shenandoah Division, given that we know Grottoes had 
the 16 over 1 windows too.
