signal at Richlands station

I was just looking at archives photo PA00049 (copy attached) and noticed a
strange looking signal in front of the station.  I am guessing that this is
color light train order signal that  has replaced a semaphore for some
reason.  If this is correct, was this unique to Richlands or did other
stations have this type of signal?
