I don’t know specifically about the 382, but there seems to have been ageneral movement to relocate headlights on smaller power during themid-1950s. 

In 1928, the Class J 4-4-2s underwent a modification that lowered the headlight.
Visually, it snatched a 1903 ho-hum into a flapper of the Roaring Twenties.
