Question about Virginian Class AE operations following Clarks Gap electrification

Virginian Time Table No. 19 eff. Aug. 8, 1943
shows that for Mallet Type Engines on "All
Freight Trains With Loaded Hoppers" the
maximum permissible speed was 30 MPH.
Between Elmore and Sewalls Point, there 
were two exceptions:
1- 25 MPH- Altavista between East Storage Track
    switch and Passenger Station.
2- 15 MPH- Carolina entering Double track --Eastward. 
 
No tonnage ratings are shown.
