I'll make a few estimates here. I seriously doubt that there is any kind of listing of when these booklets were produced.

The ebay one you linked was probably produced in 1946-47, as it depicted the art work for the Powhatan Arrow on the cover. I know of a pre Class J variety, a slightly later version with another painting with a freight train on the cover and I think one after that, but I don't feel like going through the file boxes right now.

Then after the late 1950s cost cutting came into effect, and starting eliminating these booklets, and replaced them with smaller less detailed pieces.

The every ten years idea comes from the population figures based on the last census, which was every 10 years, i.e. 1930, 1940, 1950, etc.

I doubt they printed a ten year supply of these at a time, maybe a two or three year supply at the most, due to changes in details within the books.
