I have the "Vanishing Vistas" card and it is almost but not quite the same picture. In this one the smoke from the stacks in the upper left-center is drifting to the left, but in the "Vanishing Vistas" card it is drifting to the right toward the water tower. The caption on the back says it is a July 1952 photo of the Powhatan Arrow.

There was an N&W post card about a "Modern Passenger Train" Ebay link here for reference;
The train is westbound at Pearisburg, Va. The bridge in the background is the U.S. 460 bridge across the New River. The station is seen under the bridge. The location is known as Bluff City. That should give you some pointers to search the archives (I seem to remember the image might have been a "Vanishing Vistas" card).
