Harry,

The attached Google Earth image shows both the crossing that has the unusual signal and the quarry, although the quarry does not appear to be active. Maybe someone else can comment on the type quarry and its current status.

This signal protects a private road crossing. It has a "fail-safe" feature -- as long as the signals are lit, it means no train approaching. But if one or both of the lights aren't illuminated, it means a train is approaching or the signal system isn't functioning. Grade crossing protection for public highways is usually installed by the railroad, but state and/or local governments fund a majority of the cost. They probably demand a higher standard of protection. As previously discussed here, I believe the private road served a quarry in days gone by. Harry Bundy
