Passenger Train Picture

Has anyone identified the train, place, and approximate date of the
picture by Bill Ray on the back of the  Oct- Dec, 2007 issue of The
Arrow?  The consist is a challenge...... too few head-end cars and too
many passenger cars  for No.'s 15 or 16, box mail car is more typical of
a Southern train but the rest doesn't seem to fit,  and it can't be No's
3-4 (no RPO) and I never knew a box mail car to be on No's 3-4.  Can
anyone help?
