N&W salt and pepper shaker

Two Salts and one Pepper? That way you don't have to reach or wait? Salt beingthe more used of the two? I dunno, that is odd.

  A friend of mine sent me these photos of what appears to be an N&W salt and pepper shaker set.  Only thing is, there's three instead of two!  Can anyone tell me what the third one is, and where this set came from?  I assume from the dining car?  But mainly, why is there three?
