N&W salt and pepper shaker

Hello all.
  A friend of mine sent me these photos of what appears to be an N&W salt and pepper shaker set.  Only thing is, there's three instead of two!  Can anyone tell me what the third one is, and where this set came from?  I assume from the dining car?  But mainly, why is there three?
