Why is there a service platform in front of the signal arm, as well as behind it? A lot of things about this don't look standard to the N&W."

Upon looking at this picture a little closer, I was wrong about this being a switching signal. The answer lies in what is not seen.
Why is it on the wrong side of the track?
Because it wouldn't fit on the right side of the track. Note the horizontal bracket on the left side. It is supported by the bracket coming up at 45 degrees. Together they would hold what is called a "Doll Mast" or "Dummy Mast". The Doll mast indicates that this signal governs the second track over (not the one next to the embankment).
