TARHEEL CONVICTS TO DO RAILROAD WORK
Raleigh, N.C., July 11. -- The Legislature this year voted to lease
convicts to five railways, pay to be in bonds to the companies. One
of these roads is the South Atlantic and Trans-Continental, which,
its promoters say, is to be 230 miles long and will cost $50,000 a mile.
The promoters sought to have the State guarantee its bonds and own
the lines. Governor Glenn, the counsel of State, and the penitentiary
directors considered the matter of granting the convicts' services,
and decided to do so upon guarantee of the railways.
