ICC Railroad Accident Investigation 3319 reveals that the carpenter
force put on at Kimball, within the detour limits. On April 24, 1950,
eastward trains were being detoured on the westbound track from
Big Four crossover, west of Kimball to the Eckman crossover. Motor
car operators use a line-up of trains in making movements. From
the description of the accident, the carpenter foreman apparently
obtained a line-up from Eckman, but no information was given with
respect to the detour. No record of line-ups issued was required and
when questioned about the line up, the personnel at Eckman did
not recall having issued one to the carpenter foreman at Kimball.
The Asst. Trainmaster mentioned in the previous post was the
supervisor placed at the Big Four crossover, so he was not at Kimball.

Next time, maybe I'll read the report before responding.
