Huddle at Iaeger

On the "huddle" photo there is a rod of some kind just to the right of the 
hand rail on the tender.  Excuse questions from a novice, but what is it and 
what was it used for ?  I  model in 0, but I have never seen this on a model.  
Seems to me that it would be a simple matter to add that detail.
