It is part of the feedwater sysytem. The cold water pump, pumps water from
the tender to the heater box. In the heater box exhaust steam heats the
water. the hot water pump pumps the water from the heater box to the
boiler. This description is based on the Worthington SA system the BL
system is a single unit that does all of this together
Also, what is the purpose for a 'cooler' or 'after cooler'? I presume it's

It cools the compressed air coming from the air compressors. diesels still
have these today.
