"Swimming pools" photo at South Yard on old VGN

I talked to the fellow in the photo about what he does if there is an overflow.  He says that he has a dipper similar to a coffee can that he dips out the fuel and puts it into a 5 gallon bucket and puts it back into the tanker.  I asked him what happens if the "pools" overflow.  He said that it has never happened yet but he has protocol if it does for protecting the environment.
