Mallet Engines on the Saltville Branch - When?

According to Radford Division Timetables, the tonnage ratings for the 
Y3 on the Saltville Branch first appeared in Timetable No. 19, 
effective September 24, 1939. The Y5 and Y6 were added in Timetable No. 
1, effective November 18, 1951.  Prior tonnage rating charts were for 
Z1, Z1b, M or W.

Indeed the question is probably dictated by the bridges, and available 
power and need for heavier tonnage, not by facilities for turning.
