David, it is closed (the Bradford throttle dome). 

Attached are two photos to show how they were arranged internally.

Arranged as on the Y-5. The supply pipe wraps around the stack petticoat and connects to the superheater header. Both are inside the smokebox. The throttle valve (similar to an internal combustion engine’s valve) itself is more visible in the second image. The diagonal pipes head down the the cylinders




Arranged behind the stack, with the dome removed. The pipe arrangement (and the valve itself) is more plainly shown in this one. Superheater header on the left.
