arrow and baggage cars

Great question and Ray Smoot’s response raises important questions for those of us who model the steam-only era on the N&W.
‘60s is too late for us. Can anyone provide guidance about use of Baggage/Express head-end cars on N&W passenger consists before the late ‘50s end of the steam era?
