Jim,
The best I’ve been able to piece together after raiding my attic is the VGN 4-6-2 started life as an N&W E-3 from Westside.  I then removed and added various details to try to get closer to the VGN prototype.  Hope this helps.

I did that loco several years ago so my memory is a bit fuzzy.  It is a brass import with a Sam mechanism and can motor.  I made some mods to both the loco and the tender to try to get a bit closer to the prototype.  I think I may still have the box in the attic and when I get chance, I’ll see if I can find the specific importer.
