There is a lot available online for 3D printed parts. Shapeways is probably the biggest place. Of keen intetest to us N&W modelers would be the triple clasp side frames for N&W U30Cs and C30/36-7s.Some of the Shapeways stuff is really good. Some of it is really bad. I saw a set of triple clasp HTC trucks for SD40-2s that was thick enough for a G-gauge sideframe. The CPL signals I saw also needed some serious work. Part of the limitation is still printing technology but that is advancing rapidly. But in the case of Shapeways, the part quality is dependant upon the person creating it in CAD.

Perhaps that is what you were thinking of. I found no reference to an article in the index search, however, I believe that Andrew Dow covered it in his book.
Regarding the 3-D printing, there is truly some excellent work being done on those type of things. In going to shows in the last year, I saw some beautiful work done on ET&WNC cars, and wondered the same thing. It takes someone to develop the drawings for such, which has to be a labor of love for someone to do.
Since this is closer to a modeling subject, I am also copying it to the modeling list
