So that they could be tracked while switch to different locomotives - and would not be stuck sitting when a locomotive had to have a long service, and a different tender could be put with a locomotive if the previous tender needed servicing.  It is all about flexibility = efficiency.  The N&W was the most efficient user of steam locomotives.
