I use the ShellScale decals for head end cars; but that is because I have been putting decal words together one letter at a time for several years. The names on the ShellScale decal provide all the letters you need for "United States Post Office," "Railway Express agency," etc. It just takes some extra care and time. (actually, sometimes you can find two or more letters together, but you get the idea.) ?Same goes for the road name. The spacing can be different, depending on the length of the car you are modeling. So I respace ?(one letter at a time). I know I make it sound simple, but after years of practice, it is S.O.P. with me.

Best two options that I know of are custom decals or you could do a paint stencil. Lots of work but it might be worth it.
