Well, I kind of think the issue is settled that these C425’s were black and stayed in as delivered paint till retirement.  I will proceed with the black as delivered lettering.

For what it is worth here is N&W/Wabash C424 number 425 shot in Scranton, Pa in 2013 in blue:
