Sometimes one and sometimes the other. It used to be no paint, but in recent
years, some companies (such as Bachmann) have been offering steam
locomotives with "no lettering." They are painted. "Undecorated" usually

Good Day Gents,
When a locomotive is shown as "undecorated" is it painted with out decals
and numbers or does it require painting before decals can be applied?
