Need help with Broadway hopper set numbers

I recently purchased a set of Broadway hoppers that were not in boxes and
now I'm trying to figure out which set it is, "A" or "C". The road numbers
are as follows:
17501
17522
17645
17649
17778
17781
Any help would be appreciated.
