Well, that explains why they get a restricting on the upgrade, and a stop on the downgrade.

I love it when they break the rules! Or better yet, rewrite them!

Ben,
The reason the signal is a stop is because they don't want those heavy coal trains going down and running into the rear of another train. This was also confirmed by Tommy D.
