Are there any kits in HO  made 1950 to present
"manufacturer and kit # please" that can be tweaked to
model RF&P RPO # 103, the one at the 
park in Henrico County.

Hello, Tyler:

I don't know of any kits that can be modified without
a lot of kit-bashing to come close to RF&P #103.  I'll
circulate your question to some modelers and see if I
get any suggestions that I can pass along.
