I have a book from Radio Shack, Police Call Frequency Guide, which is updated each year and lists railroad frequencies plus police, fire, and others by state or urban area. It has more than you probably need. I used it for fiding frequencies to monitor local fire calls in relation to some Red Cross volunteer work that I do.

I also Google'd "railroad scanner frequencies" and got several hits which were more specific to railroads and regions. I don't have those sites now, but you should be able to find them without much problem.
