This is what Atlas O has done and are incorrect.

Atlas O has done the USRA steel side 2 bay cars in N&W {HL}. The VGN was produce in the USRA
2 bay WAR Emergency HOPPER. The cars were produced in cased steen which weight way more
than the NMRA recommended wieght. The hopper did roll extemely free though. The car are hard
    to find.

I thoought I had heard that as a rumor, but not being in O scale it didn't
matter to me when I did hear it.
Regardless of who now owns the dies, is there any interest in O scale 2 bay
hoppers for Vgn or N&W? Not being very familiar with the car, is it correct
      for Vgn or N&W?
