Top coating new decals

I prefer Floquil "Flat Finish". However, don't be misled by the name. It  
actually produces a very nice satin finish. Alsoo, it is a lacquer, so be  
careful on plastics.
If you need a really flat finish, try Testors "Dullcoat".
