N&W Virginian Flatcar

Would anyone know what flatcar in HO scale would best resemble the one in the photo of the Virginian Railway Handbook on page 78 at the bottom with the ditcher on dollies?  Also what decals would best fit this flatcar?  Any help would be most appreciated.
