611 Leading Wheel Device (was Re: The Queen)

Speaking of 611, I noticed this device on the lead axle of the lead truck. I think it’s a flange oiler - any ideas from the crowd here?

I also attached an overhead shot taken close to Staunton (the train held short of Staunton the day we were there - apparently due to conflicts with the host railroad’s other excursions and Amtrak).
