Interesting buggy indeed. I hope someone has an answer (and era) for Abe.
Abe, you’re thinking perhaps of Mike Rector with the diorama (Boaz pusher pocket). My dioramas are very nice - but also very in the future (ie, all in my head)

A fine Pennsylvania Dutchman over Allentown-way sent this today.
Someone probably knows what this ugly mystery craft is, and by what mechanism it rode on the rails. It is not set up right to be a hump jitney, so my guess is it served as an on-track inspection vehicle of some sort.
It appears to be equipped with flag holders on the pilot and marker brackets up near the roof line. So it must have been used in territory where on-track vehicles ran with Train Orders and displaying signals and markers.
This ugly thing would look delightful wrapped around the front drawhead of a Y6, in one of Mr. Matt Goodman's masterful dioramas !
