Class A 1208 Tests on the Pennsylvania RR

Perhaps someone can confirm a rumor that I heard about the 1208's test runs on the Pennsy.
I was once told that the PRR used two different grades of coal in its steam locomotives: a higher grade for passenger locomotives and a lower grade for freight locomotives. The 1208, being primarily a freight locomotive, got the lower grade of coal and its steaming quality on the Pennsy was never equal to its capabilities on the N&W.
Any truth to that rumor?
