If a terminal at the opposite end of the road (crew district) was power short or crew short, if was common practice to "deadhead" whatever was needed to the critical area. Thus the two cabooses, preceded by the doubleheader. Usually the "first out" crew did all the work and the other (conductor and brakemen) was just along for the ride. I'll watch the film and may have further comments.  Tonnage (even the number of Mtys) could have also been a factor.

In the film, there were three trains (two at the former, one at the latter location) that were hauling two cabooses. Why? My initial thought was that a caboose or engine/caboose were being repositioned, but after the third one I figured it must have a regular purpose.
